By increasing the mechanical advantage of the crank pulley over the accessory pulleys by decreasing the size of the crank pulley and increasing the accessories' with the side effect of slightly under-spinning the accessories. Think gears on a mountain bike where the crank is your legs, the chain is the belt, and the rear wheel are the accessories.

(What I meant to post above)

Sorry to piggyback, but I've found that "how" usually follows "what". From my research most of the improvement is in percieved throttle response since they allow the engine to rev more freely. Probably most noticeable in SCCA racing or small, low-torque motors.
